After they used all their "trafic" they were not pushed to pay extra money for more surfing but were able to surf at lower speeds instead.
This way they were able to call that mobile internet suite "unlimited" This way you wouldn't need to calculate how much Gb have you already transfered as "limit" would be softer.
Many wi-fi network could use that option to grant unlimited internet acces, even if at lower speed.
